This phase is about understanding before intervening. It is not simply the first step in a process; it is a discipline that requires resisting the urge to act on the first explanation that presents itself. It means listening beyond the loudest voices in a room, examining averages closely enough to notice what they might be hiding, and separating what looks like the problem from what is actually driving it. The goal is not to eliminate uncertainty before acting. It is to understand enough of the organizational reality to act with intention instead of assumption.
